California University FCE seems to be a legitimate entity, but they are kinda fishy. What they claim to do is evaluate foreign degrees and credentials and re-issue US-equivalent documents. Only problem is, this isn't exactly how foreign degrees work. Most US entities accept foreign degrees already. They just may or may not have to compete additional certifications when coming to the US. That's all. I would ask to see this guy's original degree issued by the university he actually went to. He may have been scammed into having to do this, or he may have just paid them extra to get a degree. Who knows.
